Parents seek to take control of failing Los Angeles school

LOS ANGELES (Reuters) - Parents at an underperforming Los Angeles elementary school are seeking to wrest control from the nation's second-largest school system a week after parents in a rural California community made history by taking over a failing school there.

Supporters of the latest effort at the 24th Street Elementary School will deliver signed petitions invoking the state's controversial "parent trigger" law on Thursday to the Los Angeles Unified School District headquarters, activists said.

"The parents have been trying to change conditions there for at least the past four years," said David Phelps, a spokesman for Parent Revolution, which has been working with the parents to organize the campaign. "It's time for that to happen."

The move represents a repudiation of the largest school district in a state that in 2010 became the first to pass a trigger law, letting parents of students in failing schools band together to force sweeping change: They can fire teachers, oust administrators or turn the school over to private management.

It also follows a decision last week by a school board in Adelanto, some 60 miles northeast of Los Angeles, to transform its struggling Desert Trails Elementary School into a privately managed charter after losing a court battle with parents.

Critics of the parent trigger law say it can divide communities and lead to the privatization of public schools, while proponents say it empowers parents to improve their children's educational opportunities.

Other states, including Texas, Mississippi, Louisiana, Connecticut, Indiana and Ohio, have since passed similar laws, while other states debate them.

John Rogers, who heads UCLA's Institute for Democracy, Education and Access, said that while takeovers could be seen as attractive to frustrated parents, such moves would not necessarily fix problems such as poor funding and overcrowding.

"Quality public schools emerge from sustained efforts where parents are working in collaboration with teachers," he said.

SCANT IMPROVEMENT

Parent Revolution, which organized the Adelanto takeover, said it was taking aim at the 24th Street school because it has ranked among the bottom of California schools for years. Phelps did not say precisely how much control parents wanted to assert or whether they sought to turn it into a charter.

As in Adelanto, the 24th Street school serves a mostly low-income and minority population and fell short of meeting the state's educational standards in English and mathematics.

Los Angeles school district officials declined to comment on the pending petition.

"At a time where parents and teachers and administrators need to be working together to actually solve these problems, this moves in the absolute opposite direction," said Joshua Pechthalt, president of the California Federation of Teachers union, which is opposed to the parent trigger law.

Under California's parent trigger law, which applies to schools that have performed poorly for at least three years, parents can petition for change if they gather signatures of parents representing half the school's students.

Amabilia Villeda, 41, of Los Angeles, has had three children attend 24th Street Elementary and said her oldest daughter, now in eighth grade, left the school unable to read.

"The teachers at her new school started calling me because my daughter wasn't performing and she couldn't read anything," Villeda said through a Spanish translator, adding that she hoped the petition would force the district to improve the school.

In Adelanto, interim superintendent Richard Bray sounded a word of caution, saying the parent trigger petitions interrupted the district's plan to improve Desert Trails, including replacing the principal and support staff.

Caldwell Mayor Nancolas vows continued fight with irrigation district

Mayor Garret Nancolas proudly noted a tightened budget, new amenities and economic development strides as he addressed Caldwell residents and business leaders Tuesday.

But the lead item in the mayor?s 15th annual State of the City was the disagreement with Pioneer Irrigation District that recently heated up over storm-drain access. Late last year the city filed legal action to declare eminent domain over stormwater discharge points within the city, a move condemned by Pioneer, the Idaho Farm Bureau and the Idaho Water Users Association.

Nancolas stressed that Pioneer Irrigation District started the litigation by filing suit against the city in 2008 to restrict Caldwell residents and developers? rights to use the drain system that city tax dollars helped build and support. That lawsuit is still inching its way through the courts, and Nancolas says the district has rebuffed numerous efforts to resolve it.

The irrigation district argues they aim to protect farmland irrigators from potentially polluted urban runoff. Nancolas said the city ?will never do anything, intentionally or inadvertently, to harm agriculture.?

?We will stand firm, and we will continue to fight,? the mayor said, estimating that it would cost $80 million to $100 million to build a separate city drainage system. ?We will not allow that to happen.?

Other topics Nancolas highlighted in Tuesday?s speech include:

ECONOMIC DEVELOPMENT

The city established a Foreign Trade Zone near Caldwell Industrial Airport last year that will allow companies to defer, reduce or eliminate customs tariffs and duties on products sent out from the zone and on foreign parts and materials brought into the zone for manufacturer or assembly.

?Economic inquiries are at an all time high,? Nancolas said, adding that officials are working with seven potential new businesses that could represent about 600 jobs.

Economic development goals this year include bringing in new and expanded businesses downtown, he said.

PARKS AND AMENITIES

With the addition of the new Mallard Park at 10th and Orchard, Caldwell has more open space and parks per thousand residents than any community in the Treasure Valley, Nancolas said. The park, which will be completed this year, will be completely accessible for people with disabilities, he said.

The city also opened a 3.5 mile pathway from downtown to the YMCA and plans to extend that path out to Mallard Park near Lake Lowell, he said.

BUDGET ISSUES

Nancolas said the number of Caldwell city employees has dropped by 11 workers ? from 238 to 227 employees ? since 2008 in response to tight economic times, but departments are doing their best to make sure residents don?t experience a reduction in services.

One cause of constricted city finances is a drop in property values ? from a total of about $1.37 billion in 2010 to around $1 billion now ? that reduces the amount of property tax available to the city, he said.

Volkswagen unveils CrossBlue midsize SUV concept

31 min.

Volkswagen has promised to double the range of SUVs and crossovers it currently offers ? and a critical addition to the line-up is making its first appearance at the Detroit Auto Show this week. ?Dubbed CrossBlue, the midsize SUV concept has been developed specifically for the North American market.

Significantly, the prototype on display at the 2013 North American International Auto Show features VW?s new diesel-electric plug-in hybrid drivetrain, a technology the maker boasts can deliver a mix of performance, range and segment-leading fuel economy.

Whether the diesel hybrid technology will actually be offered in the U.S. market remains to be seen, but a production version of the CrossBlue Concept is expected to reach showrooms in the near future. Company officials say it is critical if they hope to meet their target of setting an all-time sales record in the American market before the end of the decade.

?The CrossBlue concept is exactly the right type of vehicle for the U.S. market,? said Jonathan Browning, President and CEO, Volkswagen Group of America. ?It combines a truly versatile interior layout with sophisticated Volkswagen design, to give a unique and supremely stylish offering in this segment.?Moreover, the vehicle showcases our innovative German powertrain engineering and the bandwidth of the new MQB architecture.?

While designed in Germany under the guidance of VW?s styling chief Walter da Silva, the CrossBlue aims to balance two distinctive American niches, blending what the maker describes as the ?masculine character of an SUV?with the spaciousness and flexibility of a minivan.?

In fact, it appears to be aimed at serving as an alternative to the long-awaited and ultimately abandoned replacement for the legendary Volkswagen Microvan. ?The maker has tried repeatedly to come up with a modern version ? such as the ill-fated Bulli concept ? but has repeatedly failed to find a design that would both meet modern safety standards while also clicking with American buyers.

What remains to be seen is whether the production version of the CrossBlue would serve as a replacement for the slow-selling Routan, the VW-badged minivan currently being produced by Chrysler.

The CrossBlue Concept boasts six individual seats and 12 airbags, as well as a variety of other advanced safety features. ?The cabin is both spacious and well-appointed, with the use of wood, leather and chrome trim more in line with an Audi model than the vehicle Volkswagen.

The high-tech focus can be seen in almost every details of the CrossBlue, from LED taillights that form the letter ?E,? to the onboard infotainment package that includes a Fender audio system and video players that allow rear passengers to watch their own programming.

The instrument cluster, meanwhile, readily displays the various driving modes, Eco shown with a blue background, Sport in red.

But it?s the diesel plug-in hybrid drivetrain that is likely to generate much of the buzz about the VW CrossBlue Concept. It pairs a compact, 190-horsepower clean diesel with twin electric motors, one on the front axles, the other on the rear, creating an electric all-wheel drive system that VW has dubbed ?propshaft by wire.?

All told, the package can generate 305 horsepower and 516 lb-ft of torque, and that?s enough to launch the midsize crossover from 0 to 60 in just 7.2 seconds. Even so, it is also tentatively rated at 35 mpg as a conventional hybrid, and 89 MPGe in plug-in mode.

Range is estimated at 14 miles using just the CrossBlue?s lithium-ion battery pack, and 661 miles when also drawing from a full tank of diesel.

Several makers now offer a diesel-hybrid option in Europe, but the idea of taking things the next step, with a plug-in system, is something that VW and Volvo are also considering. The challenge is likely to be one of cost. ?Even basic hybrids carry a premium running into the thousands of dollars and plug-ins add several times that much to a vehicle?s price tag. Diesels, meanwhile, also carry a significant price disadvantage.

While such a system might still make economic sense in Europe, where motorists are currently paying as much as $9 a gallon for gasoline, it would be a much harder sell in the U.S.? So, while the CrossBlue Concept is likely to launch here with a more conventional drivetrain, industry analysts caution that the diesel plug-in system is more likely to make it into production on the other side of the Atlantic.

The Fraser Institute: Quebec and Ontario Health Systems Offer Best Value for Money in Canada, Newfoundland and Labrador Worst

CALGARY, ALBERTA -- (Marketwire) -- 01/15/13 -- Residents of Quebec and Ontario receive better value for money from their public health care systems than other Canadians, concludes a new report from the Fraser Institute, Canada's leading public policy think-tank.

Provincial Healthcare Index 2013 compares the per-capita cost of provincial health care systems to the availability and quality of medical goods and services in each province. The report measures 46 performance indicators comprising availability of resources, timeliness, volume of services provided, and clinical performance using publically available data from 2010 (or the most recent year available).

Quebec's health care system ranked highest overall followed by Ontario and New Brunswick, while Newfoundland and Labrador, Prince Edward Island, and Saskatchewan provide the least value for money. The overall rankings are below.

"Measuring and reporting the performance of health care systems is vital for ensuring accountability and transparency. This study allows policymakers and taxpayers to judge whether they receive good value for their health care dollars," said Nadeem Esmail, Fraser Institute Director of Health Policy Studies.

The report analyzes five key areas of health system performance:

Availability of resources

Quebec performed best overall in availability of medical resources (including physicians, specialists, nurses, medical technologies, and drugs approved for public reimbursement) per capita. New Brunswick and Newfoundland and Labrador ranked second and third while Manitoba, Saskatchewan, and Prince Edward Island have the fewest medical resources among the provinces.

Volume of medical services

Ontario performs the largest number of medical services per capita, including services provided by family physicians, medical specialists, and surgical specialists as well as diagnostic imaging. New Brunswick and Alberta ranked second and third while Prince Edward Island, British Columbia, and Saskatchewan provide the fewest services among all provinces.

Wait for treatment

Ontario offers the timeliest access to medical services in Canada followed by Quebec and Alberta. The longest delays for specialist appointments, surgery, diagnostic imaging, and pharmaceutical approvals among the provinces are found in Prince Edward Island, Newfoundland and Labrador, and British Columbia.

Clinical performance

Alberta was found to have the best overall clinical performance among the provinces in terms of mortality rates, hospital re-admission rates, and patient safety, followed by Manitoba and Quebec. Saskatchewan performed most poorly, followed by British Columbia and Newfoundland and Labrador.

Government spending

Quebec spends the least on health care per capita followed by British Columbia and Ontario, while Newfoundland and Labrador, Alberta, and Saskatchewan spend the most.

"This study reveals how provinces have struck different balances between health expenditures and health system performance. For example, Quebec is able to offer its residents a relatively high-value health care system at a low cost, while Newfoundland and Labrador does its residents a disservice by providing only average value at a very high cost. Low-cost, low-value BC and high-cost, high-value Alberta fall in the middle of the pack in terms of overall value for money," Esmail said.

"On a national basis, Canada's health care system provides very poor value for money in comparison with universal-access health care systems in other developed nations. However, some Canadian provinces clearly provide better value for money in health care than others."

Mobile Phone Theft: Hardly Options For Locating | Fari's Voice

As a victim of a cell phone theft remains an often just to buy a replacement phone
If a cell phone, especially a smartphone is stolen, this is for those affected always an annoying issue. Finally, are nowadays not only numbers and messages on their mobile phones, but all sorts of personal data, photos, and in many cases, credit card information or payment documents, through which you can quickly get into an awkward situation. In addition, the loss of a mobile phone is usually associated with financial losses, which can escalate into hundreds of euros damage.

Lock the SIM card

The first point of contact in a mobile phone is stolen, the police station. There discontinued theft is necessary above all, so that no one will sit on the costs, which could produce a thief after the theft of a mobile phone. With this display, the mobile operators lock the SIM card so that the GSM and 3G services can no longer be used. As a replacement, the customer gets a new SIM card is handed out. This service is free since the introduction of the annual service fee. And not much more left to the theft victims do not remain, because the cost of a replacement phone will sit alone.

Police use ?Find my iPhone?

The locations of mobile phones is made in spite of technical ability in very rare cases. According to the press office of the Federal Police Department is the subject-search but on apps like ? Find my iPhone ?or? Seekdroid recourse ?that come into the police station for use. In a successful locating a patrol is sent out, which is looking out for your smartphone.

Preservation of privacy

The mobile operators have for theft or loss of mobile phones according to information rather limited scope. Although we are also in the theft of the IMEI of the device ? a unique identification number of the phone ? a manhunt but make loud A1 no sense because there is no common IMEI register or no common database for all European operators for stolen mobile phones. ?An operation of such would be too complicated and would be disproportionate to the benefit to the customer,? said A1 spokeswoman Livia Dandrea-B?hm.

Many network operators would say that opposes such a database. Another reason for rejecting these expensive database is probably the fact that IMEIs were manipulated in cell phones and carry such a register would therefore little fruit. An IMEI registration would not pay off because of the relatively short life span of today?s products. A1 encourages its customers and therefore mobile phone SIM card with a PIN code and secure in case of theft, to have an immediate closing. Own cell phone protection products of mobile operators should also allow blocking SMS and location of the mobile phone. Thus, data can also be remotely deleted, which would bring a successful preservation of individual privacy.

Theoretically possible

From a technical view it is possible to lock out a cell phone with a specific IMEI of a GSM network. There is this central register of stolen IMEIs, a mobile communications could therefore when trying to register a stolen cell phone in this network, the alarm. The same network that is even easier, but very few mobile operators lead on stolen IMEIs book. The manipulation of IMEIs is prohibited in some countries. In the UK, a national IMEI register is kept, which is used in case of theft. The technical possibilities exist, but they are probably too expensive to implement worldwide. Despite increasingly expectant phone thefts in Austria, there is no foreseeable efforts to lead at least national IMEI register. This leaves the victim is often the only annoying way to the police station, where a purchase of a new device follows.

Canadian Oil Sands: Analyzing And Valuing The Oil Sands Operator - Part II

In Part I we took a look at Canadian Oil Sands Ltd. (COS.TO, COSWF.OB) and determined that they have strong historical EPS growth and cash-flow generation, and a dividend that should be sustainable (assuming a relatively stable economic outlook). On the other hand, they do have a high amount of impending Capital Expenditures over the next 2-3 years which will likely have to be partially funded with debt if they wish to maintain their dividend. The good news is that COS can comfortably support a moderate increase in debt. In the second half of this article, we'll take a look at COS's valuation on both a relative and absolute basis.

Normalized Earnings

Looking at normalized earnings and the associated P/E provides a more comprehensive picture as to how a company's earnings respond to the vicissitudes of the business cycle. On a 5-year normalized basis, COS appears very attractively valued at between 10.11 and 10.84 times average earnings, depending on methodology.

Comparative Valuation

To get an idea of COS's valuation relative to the broader TSX energy sector, I compared COS's P/E, Price to Sales, Price to Book, and Price to Operating Cash Flow ratios to the average of 10 of the larger oil companies on the TSX, on a trailing-twelve months basis. The share price used for Nexen (NXY.TO, NXY) was taken on July 20, 2012, directly preceding their acquisition announcement. All other share prices were taken on Jan 4, 2013.

(Note: this table is condensed)

COS trades at a P/E which is more than 1 standard deviation below average, giving them an attractive valuation based on this metric. On the other hand, P/S is slightly above average, but only by about half a standard deviation. The fact that they trade at a low P/E and high P/S is mostly due to COS's high profit margins.

P/B and P/CF are marginally above average, but not notably so when considering that they are both well below 1 standard deviation above.

On a relative basis, COS appears to be moderately attractive, with a very low P/E, and a P/B and P/CF which are roughly in line with the industry average. P/S is slightly on the high side, but again, this is due to COS's high profit margins. Although COS appears somewhat attractively valued, it is worth noting that a couple other companies stand out as being even more attractive, and therefore warrant closer examination (Suncor (SU) in particular, which trades well below average on all multiples).

Justified Multiples Valuation

Justified multiples combine several fundamental inputs to determine the multiple that a stock should theoretically trade at. That multiple can then be used to determine an estimate of fair value.

The required rate of return was derived via CAPM. The beta was calculated using a data set consisting of 10 years of weekly price data for COS.TO and the S&P/TSX Composite index. Similarly, the market return is based on weekly compounded returns for the S&P/TSX Composite. The risk-free rate used is the current 10-year Government of Canada bond yield.

The growth rate of 3.69% was derived using the above two normalized P/Es and the TTM P/E.

Note: There is some circularity involved in using the P/E to derive a growth rate and then using that growth rate to determine an appropriate P/E. Invariably, this process results in a per-share value close to the current price. I included this number nevertheless both to make the value more conservative and also in case it represents an accurate valuation.

The justified P/B results in the highest valuation due to COS's strong ROE. Taking an average of the values from each multiple results in a share price of 25.95.

Dividend Discount Valuation

Dividend payments were modeled based on the assumption that the current quarterly dividend of 0.35 per share will be maintained, but not raised until the projected completion of major-project CapEx midway through 2015. After the conclusion of these projects, demands on cash flow should lighten, allowing for potential dividend increases. From mid 2015 until the end of 2018, payouts were assumed to increase at an annualized pace of 10%. From that point onward, payments were assumed to increase at the growth rate calculated above of 3.69% per year in perpetuity. Discounting all dividend cash flows results in a current value per share of 31.17, suggesting that COS is currently undervalued.

This model is very sensitive to growth rate estimates; however, even if a long-run growth rate of 2% is applied (which is in line with very modest economic growth), this results in a value per share of 25.07, meaning that even with a conservative growth estimate, COS still appears undervalued.

Discounted Cash Flow Valuation and Projected Income Statement

This is the most comprehensive valuation metric used; however, since it is based on future estimates for a number of variables, it is also the most subjective and discretionary. Some important assumptions:

- WTI oil prices were assumed to be 95 in 2012 and increase at an inflation rate of 2% per annum.

- Production volume is estimated by COS to be 39.3 mmbbl in 2012. Future year production volumes were assumed to increase at the 10-year historical production CAGR of 2.4% per annum.

- Operating expenses were estimated using a fixed-cost component plus a variable component related to production volumes and revenue.

- Depreciation expense was estimated based on the current expense, increased accordingly as CapEx projects are completed.

- Debt was presumed to have been issued to cover any dividend payments or CapEx which operating cash flow did not. This resulted in an estimated increase in total debt of ~900m from current levels. Interest expense was adjusted accordingly by applying the average rate on COS's outstanding debt to new issuance.

A firm value of 29.76 per share was calculated as the present value of FCFE from 2012-2018, plus a terminal value based on normalized 2018 earnings, times the industry-average trailing P/E of 15.24. However, given the subjective nature of the variables, this model is more useful for developing a better understanding of the effect different inputs and scenarios might have on COS's earnings and FCFE than it is as a straight valuation tool.

Strengths, Weaknesses and Conclusion

Strengths:

  • Highly leveraged to the price of oil, creating the opportunity to take advantage of a sustained increase in oil prices
  • High dividend yield, with payments which should be sustainable assuming a relatively stable economic outlook
  • After conclusion of major-project CapEx in mid-2015, cash flow should be freed up, creating the potential for further dividend growth
  • Strong history of EPS growth and production increases
  • Strong balance sheet (currently) and history of cash-flow generation
  • Very strong profitability with a 5-year average ROE of over 22%
  • Attractive valuation based on several metrics, including:

- Low P/E on a TTM, relative, and normalized basis

- Dividend Discount model

- FCFE model

Weaknesses:

  • Highly leveraged to the price of oil, creating a risk to earnings if oil prices fall precipitously
  • Large amount of CapEx over next several years leaves COS vulnerable to market turmoil and unforeseen events

- A large portion of this CapEx (1 billion) is required for environmental compliance and has little to no productive value. There is the potential for similar expenses in the future

  • Strong balance sheet will be affected by potential debt increases (forecasted at ~900 million)
  • Strong cash position will be largely eroded over next several years due to CapEx
  • Pipeline capacity and refinery proximity issues may lead to a continued SCO discount relative to WTI for several years
  • Volatile dividend payout history (primarily due to formerly being structured as an income trust rather than a corporation)
  • Few growth prospects for foreseeable future, short of acquiring a larger stake in Syncrude (which would have to be funded)

- Therefore returns will need to come from operational efficiency and/or sustained WTI price increases for the time being

These risks are likely reasons why COS's share value is currently depressed. Although they are valid, I believe that they have been more than fully discounted in COS's current market price. A high dividend payout, low P/E, and strong profitability & cash flow generation make COS a good investment. Overall, I'd rate COS as a moderate buy. Although not without risks, it adds a strong yield component and good fundamentals to an energy portfolio.

Financial Statement Adjustments

In analyzing the company, I made several adjustments to recent financial statements:

  1. Due to their reorganization from an income trust to a corporation, COS was able to recognize a one-time deferred tax recovery in 2010. Upon reorganization, a corporate tax rate of 26.50% was applied to all outstanding deferred tax liabilities, reducing their value and leading to a non-cash gain of 289 million in the income statement. This gain is both unusual and infrequent, so it was removed from net income and added directly to equity.
  2. Capitalized interest. COS capitalizes and depreciates interest costs associated with major capital projects. These amounts were removed from assets and depreciation and added to interest expense for the period in which they were incurred.
  3. Foreign exchange gains and losses. COS's long-term debt is denominated in USD. This results in non-cash gains and losses from fluctuations in the CDN:USD exchange rate which are included in income. These amounts were removed from net income.

*All values are in Canadian Dollars unless otherwise specified
